RE: Village of Logan Sewer Service Information
Phase I – Sewer Collection System and Wastewater Treatment Ponds
Dear Village of Logan Property Owner:
As you may already know, only a small portion of the Village of Logan has sewer service near US Highway 54, and the
remaining sections use septic tanks and leach fields. However, because of the close proximity to Ute Lake, it is
imperative that the rest of the Village be connected to a sewer collection system to avoid any possible contamination.
Therefore, the Village pursued and received funding from both the United States Department of Agriculture (USDA)
Rural Development (RD) and the New Mexico Environment Department (NMED). The overall project will consist of the
design and construction of a combination gravity and low-pressure sewer collection system, lift stations, force and
gravity mains, and wastewater treatment ponds with associated headworks. Phase I will consist of three cells of
wastewater treatment ponds, two lift stations, over 50,000 LF of force/gravity main lines, and both gravity and low
pressure sewer services. Phase I will likely consist of the following properties, pending the actual construction bid:
properties south of NM 540 Loop, Lakeview 1 & 2, Ramsey Addition 1 & 3, and Pleasant View subdivisions to the north of NM 540 Loop.
Funding for Phase I – Sewer Collection System and Wastewater Treatment Ponds is approximately $9.5 million dollars
. In order to secure this funding, the Village will raise sewer service rates and add connection fees for each sewer
service. All residents of the Village, where applicable, are required to obtain sewer service. Each owner must submit
an Application for Sewer Service Agreement, a Sketch of Proposed Location for Service Facilities (completed with
Village personnel at the time of construction), and an Installation and Maintenance Agreement for Sewer Services.
These documents are attached, along with some frequently asked questions, and other home owner information. For
existing sewer customers the sewer project does not apply to you, however you will be affected by a rate increase. The
Application for Sewer Service Agreement and Installation and Maintenance Agreement for Sewer Services
must be completed and submitted, either by mail or dropped off to the Village of Logan at PO Box 7, US Hwy 54, Logan, New Mexico 88426 by November 14, 2008.
An Open House will be held on October 25, 2008 at the Village of Logan's Civic Center from 11 AM to 2 PM to help
complete the application or answer any questions you may have concerning the project. Additional information and forms are also available via Logan's internet website: www.utelake.com
Phase I construction will start during the winter of 2008 with completion scheduled for the winter of 2010.
The Village of Logan will use both low pressure sewer systems and traditional gravity sewer systems because of the
existing topography. Typically, Owners living South of NM 540 Loop will have a low pressure sewer system and
Owners to the North will have a gravity sewer system. If you live in the low pressure sewer system area, your home
will use a grinder pump station to grind the wastewater from your home (much like the garbage disposal in your kitchen
) and push the wastewater through small plastic pipes to the larger line in the street.
Low-pressure sewer systems are economical solutions for areas of the Village that cannot be served by gravity lines.
However, a grinder pump station does require that the homeowner take a more active role than required for a property
